A deck that focuses on discarding cards as a strategy, such as a discard control deck, would benefit from using Chain of Smog. While this card can provide some card advantage by forcing the opponent to discard, there are better options available like Hymn to Tourach or Liliana of the Veil that offer more consistent and powerful discard effects.
