1) Play cards (optimally) in this order; Took, Confectioner, Rosie, Scurry
2) Once Rosie is on the field then you can loop Took's ability till your back to 7 cards in your hand or till you have enough rats to win next turn. You can do this before playing Rosie if you already have 3 food. Only concern is drawing too many cards.
3) If you didn't make enough rats to win, play Scurry and loop with Rosie.
4) Loop till surrender
