Flickering Hound would fit best in a creature-heavy white (often Azorius, Selesnya, or Bant) Commander deck built around enter-the-battlefield effects, such as creatures that draw cards, make tokens, remove permanents, or recur cards; casting creatures repeatedly turns the Hound into repeatable value and can also protect another creature from removal by blinking it in response. It is less useful in decks with few creatures or few worthwhile ETB triggers, and it cannot blink itself.
