Cursed Windbreaker would fit well in a blue-based tempo or control deck that focuses on generating value from creature spells and utilizing flying creatures to evade blockers. The ability to manifest a creature while also granting flying to the equipped creature can create advantageous board states, especially in decks that can manipulate the top of their library or benefit from having multiple threats. However, there are arguably better options, such as Sword of the Meek or Skyhunter Skirmisher, which provide more consistent benefits or stronger synergies.
