This card, Persecute, would be beneficial in a mono-black control deck looking to disrupt the opponent's strategy by stripping key cards from their hand. However, in a more competitive setting, the card Hymn to Tourach might be a better choice as it not only disrupts the opponent's hand but also provides card advantage. Persecute could see play in certain sideboard situations against mono-color decks, but overall, there are more efficient options available for hand disruption in Magic: The Gathering.
