Resounding Wave, Instant, designed by Izzy first released in May, 2020 in the set Shards of Alara. It's currently being selled by the minimum price of € 0.30.
A deck focused on tempo and control strategies would benefit from including Resounding Wave, as it provides versatile removal and disruption options. However, in a competitive Magic: the Gathering environment, there are more efficient bounce spells available, such as Cyclonic Rift, which offers a similar effect at a lower cost. While Resounding Wave may have niche applications in certain metagames, it may not see widespread play due to its high cycling cost and the existence of more powerful alternatives.

Cycling is an activated ability. Effects that interact with activated abilities (such as Stifle or Rings of Brighthearth) will interact with cycling. Effects that interact with spells (such as Remove Soul or Faerie Tauntings) will not.

The cycling ability and the triggered ability are separate. If the triggered ability doesn’t resolve (due to being countered with Stifle, for example, or if all its targets have become illegal), the cycling ability will still resolve and you’ll draw a card.
