Pursued Whale would be a valuable addition to a control deck that aims to disrupt the opponent's strategy by taxing their resources and limiting their options. While Pursued Whale's ability to increase the cost of spells targeting it can be effective in certain situations, there are potentially better options available such as Frost Titan, which not only provides a similar effect but also has additional abilities like tapping down opposing creatures. Pursued Whale could see play in specific metagames where its abilities are particularly relevant, but overall, it may not be a top choice compared to other options available.

If a creature affected by the Pirate token can’t attack for any reason (such as being tapped or having come under that player’s control that turn), then it doesn’t attack. If there’s a cost associated with having it attack, the player isn’t forced to pay that cost, so it doesn’t have to attack in that case either.
