Broken Dam would fit well in a control or tempo deck that seeks to disrupt opponents' board states by tapping down key creatures, particularly in a format where horsemanship is relevant. While its effect can be useful, there are arguably better options like Sleep, which taps all creatures an opponent controls and puts them to sleep until your next turn, providing a more comprehensive lockdown. Ultimately, Broken Dam could see play in niche scenarios, but it may not be the most optimal choice compared to other more powerful tapping effects available in the game.
