Clip Wings, Instant, designed by Howard Lyon first released in Apr, 2016 in the set Shadows over Innistrad and was printed exactly in 2 different ways. It's currently being selled by the minimum price of ₱ 1.13.
A deck that focuses on disrupting and controlling the opponent's board, such as a green-based midrange or control deck, would benefit from using Clip Wings. While Clip Wings is a solid option for dealing with flying threats, there are potentially better cards like Plummet or Beast Within that offer more versatility in dealing with a wider range of threats. Clip Wings could see play in sideboards or specific metagames where flying creatures are prevalent, but its narrow focus may limit its overall utility in most scenarios.

You can cast Clip Wings even if some (or all) of your opponents don’t control a creature with flying. Those who do must each choose a flying creature to sacrifice, and those who don’t are unaffected.
