This card, Rousing Refrain, would be beneficial in a red aggressive deck that aims to empty the opponent's hand quickly to generate a large amount of mana. While it can provide a burst of mana, there are potentially better options available such as rituals like Seething Song or Desperate Ritual which provide immediate mana without the need to wait for the suspended card to come into play. However, Rousing Refrain could still see play in specific combo decks or strategies that can take advantage of its unique effect.

Whether or not you could actually complete all steps in casting the card is irrelevant. For example, you can exile a card with suspend that has no mana cost or requires a target even if no legal targets are available at that time.
