Rouse would be beneficial in a black-based aggressive deck that aims to apply early pressure on opponents. It can be particularly useful in a deck with a high density of Swamps, allowing for a more efficient use of resources by paying life instead of mana. However, there are potentially better options available, such as Fatal Push or Dismember, which provide more versatile removal options.
