Fated Retribution, Instant, designed by Jonas De Ro first released in Feb, 2014 in the set Born of the Gods. It's currently being selled by the minimum price of € 0.42.
Fated Retribution would be a powerful addition to a control deck in Magic: the Gathering, providing a board wipe effect while also offering card selection with the scry ability. However, for a similar mana cost, the card Wrath of God is often considered more efficient due to its unconditional destruction of all creatures. While Fated Retribution has its niche uses, it may not see as much play in competitive decks compared to other board wipe options available.

When you scry, you may put all the cards you look at back on top of your library, you may put all of those cards on the bottom of your library, or you may put some of those cards on top and the rest of them on the bottom.
