Imperial Lancer, Creature — human knight, designed by Viktor Titov first released in Sep, 2017 in the set Ixalan. It's currently being selled by the minimum price of € 0.30.
Imperial Lancer would be a great addition to a White Weenie deck that includes Dinosaurs, as it can become a powerful attacker with double strike when the condition is met. However, in a more competitive setting, there are likely better options available such as Adanto Vanguard or Dauntless Bodyguard, which offer more versatility and resilience. While Imperial Lancer has potential in a specific tribal deck, it may not see widespread play due to its limited effectiveness outside of that context.

If you no longer control a Dinosaur after the first-strike combat damage step, Imperial Lancer won’t have double strike, and so it won’t deal regular combat damage.
