This Red Herring card could be beneficial in a red aggressive deck that focuses on quick damage output and card advantage. While its ability to draw a card upon sacrifice is useful, the drawback of being forced to attack each combat could be a liability in certain situations. Other cards like Monastery Swiftspear or Goblin Guide might be better choices for a similar mana cost and effect, but Red Herring could still see play in decks looking for additional card draw options with a bit of risk involved.
