Shellshock would fit best in multiplayer Commander decks that can generate lots of mana and want scalable removal plus artifact or +1/+1 counter synergies—especially red-based X‑spell decks (like Torbran, Neheb, or Magda builds), spellslinger shells that care about big mana, or artifact/counters strategies that can exploit the Mutagen tokens for value (e.g., decks with Hardened Scales–style effects or artifact sacrifice payoffs).
