Syndicate Liquidators would best fit a green landfall or +1/+1-counters deck—especially one using ramp, fetch lands, extra-land effects, and creatures that benefit from counters—because each land can immediately grow another creature by two counters while the Liquidators themselves provide a threatening trample body; however, at five mana it competes with more impactful options such as Ancient Greenwarden, which doubles landfall triggers and helps replay lands, Felidar Retreat, which can repeatedly create tokens or distribute counters, and The Great Henge in creature-heavy counters decks, while Hardened Scales and Conclave Mentor offer cheaper, more efficient counter synergies. Its strength also depends heavily on its power and toughness: if it is a sizable creature and the format is slower, it could be a strong casual Commander inclusion, but in competitive Constructed formats it is probably too expensive and vulnerable unless the deck can reliably trigger landfall multiple times per
