Cruel Bargain is particularly effective in Black-based control or combo decks that can afford to lose life in exchange for card advantage, especially those that can quickly regain life or leverage the extra cards for powerful plays. Decks that include cards like Necropotence or Dark Confidant may find it synergistic, but Ad Nauseam can often be a better choice for similar effects, as it allows you to draw until you hit a card with a mana cost you can't pay, potentially drawing many more cards without a life penalty. Overall, while Cruel Bargain can be powerful in the right context, it may not see widespread play due to the existence of more efficient alternatives.
