Illusory Angel would benefit a tempo or spell-heavy blue deck that aims to cast multiple spells in a turn to take advantage of its discounted cost and flying ability. However, there are potentially better cards for this type of deck, such as Delver of Secrets, which provides an early flying threat for only 1 mana, or Snapcaster Mage, which can provide additional value by flashing back spells from the graveyard. It doesn’t matter whether the other spell resolved. It could have been countered or, if you’ve somehow cast Illusory Angel as though it had flash, it could still be on the stack.
