Parch, Instant, designed by Ron Spencer first released in Feb, 1999 in the set Urza's Legacy. It's currently being selled by the minimum price of 2.38.
This card, Parch, would be beneficial in a red aggressive deck looking to deal direct damage to both creatures and players. However, in a competitive Magic: the Gathering environment, there are more efficient cards like Lightning Bolt or Chain Lightning that offer similar effects for the same or even less mana cost, making them better choices for deck construction. While Parch may have a niche use in specific matchups, it may not see much play in highly optimized decks.
