Primary Research would fit best in a white-based midrange or graveyard-recursion deck—especially Orzhov (white-black) or Abzan shells—that can consistently stock the graveyard and recur efficient low-cost permanents like value creatures, cheap planeswalkers, or utility artifacts/enchantments (e.g., Spirited Companion–style draw creatures, cheap removal permanents, or sacrifice pieces). It pairs well with self-mill, looting, or sacrifice strategies that ensure a card leaves your graveyard each turn to reliably trigger the end-step draw.
