Terror, Instant, designed by Ron Spencer first released in Aug, 1993 in the set Limited Edition Alpha and was printed exactly in 32 different ways. It see play in 2 formats: Commander and Casual. It's currently being selled by the minimum price of 0.33.
A deck that focuses on controlling the board by removing key threats would benefit from including Terror, especially if it is facing nonartifact, nonblack creatures. While Terror is a solid removal option, there are other cards like Doom Blade or Fatal Push that offer more flexibility in terms of what they can target, making them potentially better choices depending on the metagame. However, if the deck is specifically looking to deal with nonartifact, nonblack creatures, then Terror could definitely see play in that context.
