Surgespanner would be beneficial in a tempo-based Merfolk tribal deck in Magic: the Gathering, where bouncing opponent's permanents can disrupt their strategy and maintain board control. While Surgespanner is a decent option, a more popular and versatile alternative would be Harbinger of the Tides, which can also bounce creatures and has a lower mana cost.
