While it provides the advantage of untapping a creature and drawing a card for a low cost, there are potentially better options like Opt or Serum Visions that offer card selection and card advantage without requiring a specific target creature. However, Refocus could see play in decks looking for additional ways to untap creatures or trigger abilities that activate upon untapping.
