Before we start, here's how we picked the cards in this article.
How Did We Pick These Cards?
There's a wide variety of instants, sorceries, and even cards that interact with a few specific mechanics that will help you get ahead in card advantage, the iconic concept Magic: The Gathering players constantly look for.
We understand this text will serve as a base for any experienced player who wants to check it out, but, particularly, our target audience is new players. That is, players that haven't played MTG for long, and want some help to build their decks efficiently.
As a result, for all of these "Top 10s", we'll prioritize cards that are more generic and/or don't depend on specific decks to work.
Example: Stormchaser Drake is a great creature to draw cards, but its ability only triggers whenever you target it with a spell you control. Not every blue deck focuses on spells that target your creatures, so it works better in decks that do focus on that, like Ivy, Gleeful Spellthief.
Additionally, we prioritized permanents, as they usually stay on the board for longer and will give you card advantage again and again until your opponent can (or want) to remove them.
With this in mind, let's see our top 10 best blue card draw spells!

10. The Magic Mirror
At a first glance, The Magic Mirror's expensive mana cost seems scary, but its ability discounts its cost. This means you'll be able to cast it for without exiling any cards in your graveyard.
Besides drawing cards, The Magic Mirror removes your maximum hand size, so you won't have to worry about your cleanup step if you have too many cards in hand.
9. Robe of the Archmagi
This is one of those cards you don't really pay attention to until you see your opponent using it.
Robe of the Archmagi's Equip ability has an alternative cost; it costs less for Shaman, Warlock, or Wizards (which are very popular in blue decks).
You'll draw cards according to the combat damage your creature dealt to your opponent.
8. Ancient Silver Dragon
In general, all Ancient Dragons in the Commander Legends: Battle for Baldur's Gate set are good at what they do, and this Dragon definitely respects this rule.
Let's start with its last ability, which removes your hand limit for the rest of the game. When it deals damage to a player (something easy, considering this is an 8/8 with Flying), you'll roll a d20 and draw cards according to the number you get.

This creature deals a considerable amount of damage because of its evasion and also draws you extra cards. For these reasons, even if the d20 mechanic isn't that popular, Ancient Silver Dragon conquered a spot on our list.
7. Nezahal, Primal Tide
Blue Elder creatures exist and can hurt us! Nezahal, Primal Tide is certainly one of them!
This Dinosaur laughs at your opponent's Counterspell, removes your hand limit, and draws you cards whenever one of your opponents casts a noncreature spell. It also has an ability that protects it from removals and board wipes.
6. Consecrated Sphinx
Particularly, I've never seen anyone cast a Consecrated Sphinx without a smile on their face. With this Sphinx's effect, any time your opponents draw a card, its ability will trigger, even when they draw cards on their own turns.
Worst-case scenario, as in when it stays on the board only until your next turn, you'll draw at least six cards if you're facing three opponents by the time it is your turn again.
5. Jin-Gitaxias
Let's get into our top 5!
As a creature, this blue Praetor draws you a card any time you cast a noncreature spell that costs 3 or more.
When it turns into a saga, it draws you cards according to how many cards you have in hand. When you get to its second chapter, it returns all non-phyrexian creatures in play to their owners' hands.
Finally, in its third chapter, it becomes an Omniscience and lets you cast any number of spells in your hand without paying for their mana cost.
Both as a creature and as a saga, Jin-Gitaxias earned its spot in our top 5!
4. Teferi's Ageless Insight
This legendary enchantment boosts your card draw, even if it's a simple Opt.
Teferi's Ageless Insight is cheap for what it does and fits many blue decks, considering they're known for drawing many cards.
3. Faerie Mastermind
Well, look at that, we're in our top 3 already!
This card, which honors one of Magic: The Gathering's world champions, is one of the best Faeries I've ever seen in the entire game.
If you don't know, in fables and fairytales, it is common to find faeries that are treacherous creatures and get more than they offer, and I see a lot of that in this card.
It is a flying creature that goes in play with flash and doesn't need to tap to activate its ability. Even if it helps your opponents, Faerie Mastermind will always give you an edge over them, and that's why this Faerie Rogue earned a spot in our top 3.
2. Mystic Remora
Mystic Remora is a relatively cheap enchantment that taxes your opponents when they cast noncreature spells.
The downside is that it has a Cumulative Upkeep. This means that, if you want to keep it on your board, you'll have to pay one mana for each age counter on it.
1. Rhystic Study

In our first place, we have an enchantment that is loved by many and feared by anyone who doesn't use it: Rhystic Study!
Rhystic Study is one of Commander's staples, and you only need to read it to understand why.
It doesn't matter what your opponent just cast: if they didn't pay this card's tax, you get to draw a card. As it is also reasonably cheap to play, Rhystic Study will definitely be a great addition for your deck.
