A red aggressive deck focused on attacking frequently would benefit from using Arrow Storm, especially with its Raid ability allowing for increased damage output. While Arrow Storm is a solid card for direct damage, some may argue that there are better options available such as Lightning Bolt or Skewer the Critics, which offer more flexibility or efficiency. However, Arrow Storm could still see play in decks looking for additional reach or finisher spells in a red-heavy strategy.

Raid abilities care only that you attacked with a creature. It doesn’t matter how many creatures you attacked with, or which opponent or planeswalker controlled by an opponent those creatures attacked.
