Complicate, Instant, designed by Scott M. Fischer first released in Oct, 2002 in the set Onslaught and was printed exactly in 2 different ways. It's currently being selled by the minimum price of $ 0.69.
A control deck focused on disrupting the opponent's spells and maintaining card advantage would benefit from including Complicate in its strategy. While Complicate offers versatility with its cycling ability, more competitive options like Mana Leak or Remand may be more efficient choices in terms of mana cost and impact on the game. However, Complicate could still see play in more casual or budget decks looking for a flexible counter spell option.

Cycling is an activated ability. Effects that interact with activated abilities (such as Stifle or Rings of Brighthearth) will interact with cycling. Effects that interact with spells (such as Remove Soul or Faerie Tauntings) will not.

The cycling ability and the triggered ability are separate. If the triggered ability doesn’t resolve (due to being countered with Stifle, for example, or if all its targets have become illegal), the cycling ability will still resolve and you’ll draw a card.
