Eye of Doom, Artifact, designed by Yeong-Hao Han first released in Nov, 2013 in the set Commander 2013 and was printed exactly in 2 different ways. It's currently being selled by the minimum price of $ 0.49.
This card could be beneficial in a control deck that aims to disrupt the opponent's board state and gain control of the game. While Eye of Doom offers a unique and potentially powerful effect, there are more efficient options available such as Nevinyrral's Disk or Perilous Vault which provide similar board wipe abilities without the need for additional setup. Overall, Eye of Doom may not see much play in competitive Magic: The Gathering decks due to its high cost and slower impact compared to other options.

If a permanent with a doom counter isn’t destroyed by Eye of Doom’s last ability (perhaps because it has indestructible or it regenerated), the doom counter will remain on that permanent.

The active player chooses a permanent first, followed by each other player in turn order. Each player will know what previous players have chosen when making their own choice. Then the doom counters are put on all the chosen permanents simultaneously.
