This combo was deleted. Doesn't work. Twinning Staff's ability takes effect if you're copying a spell, what Isochron scepter does is it copies the card, so you'll only be able to untap one of the two artifacts. You can scrap Twinning Staff and replace Burst of Energy with a card that can untap two or more permanents - dramatic reversal is usually used for this.
Exile Burst of Energy in Isochron Scepter
Tap Thran Dynamo to add three mana.
Pay two mana to copy Burst of Energy with Isochron Scepter
Twinning Staff's ability will trigger, copying Burst of Energy again
Untap Isochron Scepter and Thran Dynamo.
Repeat the process for infinite mana.
